Sources and methodology
Where the facts come from
- The Court of Justice of the EU, Case C-181/23 and the Maltese Citizenship Act, Cap. 188.
- The Residency Malta Agency and its Nomad Residence Permit portal.
- The Global Residence Programme Rules, S.L. 123.148 and Regulation (EU) 2016/399.
- Reference summaries: Maltese nationality law and Maltese passport on Wikipedia.
- Data published by BRIDGES: former citizenship scheme, MPRP, nomad permit, GRP and the Passport Index.
How I check and date information
- Each article shows an "Updated" date. It changes only when the facts are reviewed.
- Where sources differ, I show both.
Facts I could not confirm in official sources
- the MPRP amounts (€375,000, €14,000, €37,000, €60,000 in two parts, €2,000, €7,500, the asset test) and the 6 to 8 month timeline come from BRIDGES; I did not check them against the current Residency Malta fee schedule for this run;
- the suspension of MPRP applications from citizens of Russia and Belarus is reported by BRIDGES;
- the naturalisation rule of four out of seven years, the language requirement and the five-year rule for spouses come from the Wikipedia summary, not from the text of Cap. 188;
- the GRP treatment of foreign capital gains and the details of the nomad tax rules under S.L. 123.210 come from BRIDGES;
- the statement of Community Malta Agency on citizenship by merit is quoted by BRIDGES;
- the visa-free count: 184 in the BRIDGES Passport Index of 4 October 2026; the BRIDGES citizenship page gives 173 of 223, and other indexes give other numbers.
How often the guides are updated
All articles are reviewed at least once a quarter and after any change to the Maltese programmes.
